Special Population Planner for Emergency Preparedness
The SPP is the first geographic information system (GIS)-based software tool designed to facilitate emergency planning for special-needs populations. The SPP graphically displays data about persons with special needs in households and facilities. This modeling system also allows planners to visualize nearby structures and geographic features, various threat scenarios, and response plans developed on behalf of the special-needs population. Furthermore, the SPP can accommodate additional map layers to allow customization of the display for a variety of hazards and response modes.
Process: The SPP process allows planners to look at all aspects of developing and improving emergency response plans for special-needs populations • Develop o Hazard analyses o Needs assessments • Visualize emergency responses o "War-gaming" o Resource loading • Track and update o Data on persons with special needs o Data on facilities housing persons with special needs o Changes in community surroundings • Customize o Data reports o Map displays o Embedded plan formats
Benefits: • GIS capabilities o Facilitate hazard-specific planning using the full range of ArcView tools, plus emergency planning– specific extensions o Allow integration with other geocoded data sets (911 data and counter-terrorism task force hazmat data) o Permit easy user modification when the available GIS street address data are incomplete or need updating o Enable planners to easily match resources to needs • Structured data tables and reports o Work easily with data formatted in either Microsoft Access or Oracle o Provide intuitive user access to key information about individuals and groups with special needs o Include direct-mail updates • Graphical user interface o Makes "invisible” special-needs population visible to the public and decision makers o Eases volunteer recruitment o Facilitates demonstration of Americans with Disabilities Act compliance
All persons registered in any "Operation: Take Me Home" Program are immediately added to the Special Population Planner database for emergency planning.

How It Works Technology is Only Half the Story The following organizations have grant money to offset transmitters in their programs: Lehigh Valley TRIAD - Grant money until June South Williamsport and surrounding areas - Hope Enterprises sponsors the transmitters Erie County TRIAD - Transmitters are issued through the Sheriff's Dept. through grant funding.

Safety Facts: Holiday vacation/ Visiting out of town with a loved one with special needs Please remember to check in with law enforcement officials at your resort/campground or city that you are visiting for an extended time. It is prudent to make emergency service personnel aware that your loved one has a special need. This is especially true if your loved one wanders. Some of the information needed is the location and phone number of where you are staying.

Special Needs Emergency Registration Program (S.N.E.R.P.)
· Do you have a loved one that needs assistance in the event of an emergency evacuation or disaster? Is your loved one registered with any agency for emergency assistance?
Emergencies often occur without warning and may leave little or no time for preparation. It is always prudent to be prepared and plan ahead and to know what actions to take before, during and after emergency strikes. The SNERP program helps identify individuals with special needs that may need assistance during an emergency. The registry is updated annually and will give persons with special needs the option of preauthorizing emergency response personnel to enter their homes during search and rescue operations if necessary to assure their safety and welfare following disasters.

Take Me Home The Take Me Home system is a state-wide database that is maintained at Western Pennsylvania Search and Rescue Development Center of persons who may need special assistance. The system includes a picture, demographic information and caregiver contacts. The information is available to Law Enforcement, EMS, Fire/ Rescue and Search and Rescue groups.
